Many have an ancient ancestry where they connect with a now extinct species of progenitor. They were elf like and lived primarily under the oceans. These were proto-mer, and they were fairly wild but not without language and craftsmanship; they were blessed with intense magical capacity. They split from the Mer, who continued onward into their rare but current form, primarily by land-walking and marrying man and elf. These became enchanted lineages until the line completely subsumed within these races, creating a small chance that both man and elf could become a mage. They would not have the natural exuberance of the proto-mer, and would have to study and work hard at it. The physical appearance of an extra finger, webbed finger or webbed toes are common amongst those who exhibit magical skills.
Essentially, the artifact frequently found in Ai Art has been inbuilt into my worldbuilding with a decent explanation!
